Introduction

            Technology is creating a new fabric in higher education. It is validating and simultaneously transforming the basic tenets of our learning, teaching and research communities. Aspects of the knowledge process are available to our students in ways never imagined ten years ago. Our scholars and researchers have tools available to them that are accelerating the pace of discovery, and widening the scope of their inquiry across the boundaries of individual disciplines.

Technology has impacted almost every area of life and work on our campuses. But the most important element in these changes is not the technology alone. It is what we do with technology.

 

It is clearly a challenge to manage the integration of technology into this changing environment in such a way that we retain aspects of our traditions that have value. At the same time, we must be able to provide support for new requirements and new processes, some created by the application of the technology itself.

As Chief Information Officer at the University of Michigan, I have the opportunity to observe and support many different ways in which people are using technology in their endeavors. Technology has impacted almost every area of life and work on our campuses. But the most important element in these changes is not the technology alone. It is what we do with technology.

This document identifies what I believe to be the Guiding Principles and Directions on which we must focus to ensure that at the University of Michigan technology is enhancing tradition. In order to explain what I believe progress toward those Principle and Directions will look like, I have further articulated some Strategic Areas and some "measures" for each Area. Finally, I have identified what I see as information technology budget priorities for the institution as a whole, as coordinated from the office of the Chief Information Officer. It is important that on a daily basis we are able to make sense of the competing demands for technology resources and fiscal constraints. I believe that by adhering to the principles and emphases put forth in this document we will be able to do so.
